A 57-year-old Florida man named Richard Powell was back in court this week. Again.
Powell's been busted 344 times over the years, most recently for violating his court order to avoid Miami Beach.
That's EXACTLY where he was arrested this week, yelling in the street, carrying a beer, and walking around in shoes stuffed with weed.
The sentence this time for the homeless Powell: another 90 days in jail.
