A Virginia man is facing an indecent exposure charge after he allegedly exposed himself to a woman and her daughter at a strip mall in Burke.
The incident occurred back in September 2018. According to an arrest warrant, Richard Hutchens approached the woman and her daughter outside of the strip mall on the 5700 block of Burke Centre and dropped his keys. The victims say Hutchens bent over to retrieve his keys and intentionally pulled his pants down to expose his red thong, buttocks and scrotum.
Fairfax County Police were notified after the incident. Apparently, Hutchens has been accused of performing the act in front of women for "several years." Fair Oaks Mall security say the man has pulled the stunt at their location as well according to the tweet embedded above.
